Meaning of Advisory

The following is an old definition of Advisory [1]: Containing counsel or a suggestion, yet not concluding or binding. The verdict of a jury on an issue out of chancery is advisory; a judge’s opinion on the facts in a case may be regarded as advisory; a nomination to an office may be an advisory designation.
