In accordance with the work A Dictionary of Law, this is a description of Declaratory Judgment : A judgment that merely states the court’s opinion on a question of law or declares the rights of the parties, without normally including any provision for enforcement. A claim for declaration may, however, be combined with one for some substantive relief, such as damages.
