Definition of General Participation Clause

In accordance with the work A Dictionary of Law, this is a description of General Participation Clause : A clause in the *Hague Conventions of 1899 and 1907. The clause, concerning the conduct of hostilities, stipulates that the Conventions shall be binding upon the belligerents only so long as all belligerents are parties to the Convention. The effect of this clause was to significantly weaken the effectiveness of the Hague Convention rules.
