Hand-out Bill Meaning, as used in the UK Parliament

A hand-out Bill is a Bill offered by the Government to a backbench Member of Parliament to take forward as a Private Members’ Bill. These are usually Bills which the Government has not been able to find time in its programme, or for some other reason does not want to present to the House itself. As a hand-out Bill will have support from the relevant government department it can stand a good chance of becoming law.
