Under amendments made in 1994 to the Public Order Act 1986, an offence is committed when harassment, alarm, or distress is caused to the victim.

The meaning of Harassment, published by the Equality and Diversity Forum (a United Kindom network of equality and human rights organisations), is the following: means unwanted behaviour related to a protected characteristic, or of a sexual nature, that has the purpose, or effect, of violating a person’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for them.
