Introduction to Hart Herbert Lionel Adolphus

Herbert Lionel Adolphus Hart (1907-1993), English legal philosopher who served as professor of jurisprudence at the University of Oxford from 1952 to 1968. In The Concept of Law (1961), he argued that rules of obligation are felt to be necessary for society to function and that they are maintained through social pressure. According to Hart, a legal system is a union of primary rules which govern behavior, and secondary rules which identify and modify primary rules.” (1)
