Second Reading Committee Meaning, as used in the UK Parliament

A temporary committee in the House of Commons where an uncontroversial Bill may be referred to for a Second Reading debate, saving time in the main Chamber. If a Bill passes through such a committee there is then no debate when the Bill is reported to the House for its Second Reading.
