Dummy Bills Meaning, as used in the UK Parliament

A dummy Bill, consisting of the short and long titles of the Bill and the names of up to 12 supporters, is all that needs to be presented by a backbench Member of Parliament in order to introduce a Private Members’ Bill. However, the bill must be printed in full in time for its Second Reading.
